Summary: The paper highlights some of the challenges faced when conducting impact evaluations of climate change interventions and discuss how these can be tackled. It argues that despite the limited experience so far there are ample opportunities to conduct impact evaluation of climate change interventions. Increased financing of climate change interventions is urgently needed to mitigate global warming and enable countries and communities to adapt to its impact.

 | Institutionalising evaluation: A review of international experience

Summary: This report compares experiences of institutionalizing government evaluation efforts through a discussion of the three leading models in Latin America – Mexico, Colombia and Chile – the non-centralized system of monitoring and evaluation adopted in South Africa, and the policylearning approach taken in China. Some developed country and international experiences are also briefly presented. It concludes that there is no unique model for strengthening and institutionalizing a monitoring and evaluation system. It all depends on strong political will to ensure that results are being used to improve performance. It also requires having a clear powerful stakeholder, such as the Congress, the Ministry of Finance, or the President to champion the process.
