Howard White is the Executive Director of 3ie, co-chair of the Campbell International Development Coordinating Group, and Adjunct Professor, Alfred Deakin Research Institute, Geelong University.
His previous experience includes leading the impact evaluation programme of the World Bank’s Independent Evaluation Group and before that, several multi-country evaluations. Other experience includes leading large projects like the World Bank published report African Poverty at the Millennium, and developing the overall direction of poverty training for 2,000 DFID staff at country offices around the world.
Howard has worked extensively on development-related issues in countries across Africa and Asia and has published over 60 papers in internationally refereed journals and several books, focusing on aid effectiveness and poverty reduction. He is Managing Editor of the Journal of Development Studies and the Journal of Development Effectiveness. He has taught at the Institute of Social Studies in The Hague and the Institute of Development Studies at the University of Sussex, and continues to engage worldwide via workshops and training opportunities for policymakers on topics related to development effectiveness and impact evaluation.

Annette Brown has more than fifteen years of research, technical assistance, project management, and business development experience in international development. Prior to joining 3ie, Annette served in several roles at Chemonics International Inc. including Director of Impact Measurement and Director of the Knowledge and Innovation Department. Before that, she directed the International Activities Center at the Urban Institute. Over the last decade, Annette has performed research and technical assistance work in more than twenty countries across Europe and Eurasia, the Middle East, and Asia.
Earlier in her career, Annette served as an Assistant Professor in the economics department at Western Michigan University, as a Research Associate at the Stockholm Institute of Transition Economics, and as an economist in the research department at the World Bank. She holds a Ph.D. in economics and a Masters in Russian and East European studies from the University of Michigan.

Hitesh Somani is responsible for 3ie’s financial and grants management. He also looks after 3ie’s institutional arrangements, service contracts as we all as secretarial and audit matters concerning 3ie’s Board. Hitesh has over thirteen years of post-qualification experience in various sectors, with ten years of senior management experience in development organizations. He was earlier part of the senior management of organizations like Catholic Relief Services and the ICICI Foundation for Inclusive Growth.
Hitesh is a qualified Chartered Accountant from the Institute of Chartered Accountants of India and a Company Secretary from the Institute of Company Secretaries of India.

Adam Handler has influenced policy decisions from Azerbaijan to the United States using a variety of political and policy methods. Before joining 3ie, Adam held several positions at CARE USA, most recently as Senior Advisor for Program Standards and Accountability. He also helped design, and subsequently directed, a program to uncover and use existing evidence in the development of pro-poor US foreign policies. A political strategist and veteran of several US electoral campaigns, Adam has advised NGOs around the world on how to access and influence government officials in pursuit of social justice. He has also spent nearly a decade as a legislative strategist working on political and economic solutions to the Israeli-Palestinian conflict.
Adam holds a Master's degree in Public Policy from Harvard University’s Kennedy School of Government, and a Bachelor in Arts from Wesleyan University.

Christelle leads on 3ie’s advocacy and policy influence services. She reviews and advises on 3ie grantee's policy influence plans and policy documents. Christelle is also responsible for strategic partnerships in the area of policy and knowledge management, and manages 3ie policy brief series.
Christelle has worked in the field of communications for development for over 10 years with the United Nations Development Programme in New York, London, Cambodia and in its Bangkok Regional Centre, and managed the advocacy and communications project of Oxfam's largest humanitarian programme in Aceh. Prior to joining 3ie, she was consulting with the leading publishing company Random House in India and the Indian Ministry of Rural Development. She holds an MA in International Peace and Security from King’s College London and a Master in political sciences from l’Institut d’Etudes Politiques d’Aix-en-Provence, France.

Ami is a Research Assistant on 3ie's Systematic Reviews Programme in London. Prior to this, she worked as a Research Associate on an impact evaluation of urban microfinance and another study on long run effects of slum development projects for the Chennai based Institute for Financial Management and Harvard University. She also worked for the Schneider Institute of Health Policy, USA and the Self Employed Women's Association (SEWA), India.
Ami holds a Masters degree in Social Work from M.S University Baroda, India and a Masters in Sustainable International Development from Brandeis University, USA.

3ie's Programme Officer, Anita Sircar has around ten years of experience in project management, donor contract and partner management, and monitoring of grants from institutions like the European Union, DFID and the UN. She has worked with Oxfam's global team in the management of an electronic database of grants and has also been involved in the training of staff in the use of a web-based tool for maintaining minimum standards and recording programme management processes. Anita is a graduate in English Literature from Calcutta University and has professional training in Monitoring and Evaluation from the Management for Development Foundation South Asia

Anjini is assisting in developing and maintaining of 3ie Impact Evaluation database and Expert Roster. She is a qualified social worker and holds an MSc of Global Movements, Social Justice and Sustainability from the University of Glasgow.

Arun is responsible for the management and monitoring of grant flow processes. He has over ten years of experience in project management and communications within the private sector and for development initiatives. Prior to joining 3ie, Arun worked with Indian televisions and co-directed some corporate films.
He then led a research and communications project with Johns Hopkins University on HIV/AIDS in India and a UNICEF’s flagship TV social drama “Kyunki jeena isi ka nam hai”. Arun holds a BA in Economics from Mumbai University and a graduate certificate in epidemiology and biostatistics from Johns Hopkins University, Bloomberg School of Public Health.

Ashima is part of the programme team and assists in the monitoring and management of 3ie's grants. Prior to joining 3ie, she was a Communication Officer at The Global Fund to fight AIDS, Tuberculosis and Malaria. She has interned with the World Health Organisation, assisting in research on 'Gender Analysis of Early Marriage and Adolescent Pregnancy in the South-East Asia Region'. She has also had a small stint in advertising and television production.
Ashima is a sociologist by academic training and has a Master's degree from Jamia Milia Islamia University, New Delhi.

Birte assists in coordinating and developing 3ie's Systematic Reviews Programme in London. She works with Hugh Waddington in coordinating the Reviews commissioned by 3ie and the Campbell Collaboration International Development Coordinating Group. She is a co-author for Reviews on "Water, sanitation and hygiene interventions to combat childhood diarrhoea in developing countries" and "Interventions to promote social cohesion in sub-Saharan Africa" as well as a scoping study on "Impact evaluation and interventions to address climate change".
Birte started working for 3ie after completing her MA in Political Economy of Development from University of Birmingham, UK. She also holds a BSc in Politics with Sociology from Aston University.

Dhiraj is a Post-Doctoral Fellow at 3ie working on replications of statistical analyses in impact evaluation studies. His research interest is in evaluating the impact of social programs using randomized controlled trials, quasi-experimental designs, and non-experimental methods.
Dhiraj's previous research experience includes the impact evaluation of financial incentives on students' achievement and the impact of small solar panels on the welfare of the rural poor in Nepal. He holds a Ph.D. in Agricultural Economics from the Ohio State University.

Eric serves as the Evaluation Officer for the Support to Large-scale Combination Prevention Evaluation Studies project and as such is responsible for quality assurance services related to the proposals and studies, funded under this project, to evaluate combination prevention approaches to HIV/AIDS. In this role he coordinates the work of expert advisors and liaises with the funders and the research teams. Eric also assists the 3ie evaluation office in providing quality assurance for impact evaluations funded under our OW and TW grant programs.
Eric has been working in the field of impact evaluation since 2006. He evaluated the impact of Fundo de Apoio Social I and II in Angola. He was also the co-principal investigator for a HIV/AIDS Education Program in Cameroon. He worked as a field coordinator for the World Bank in Guinea and for the department of state for local government in Gambia. Finally, he worked for Innovation for Poverty Action in Ghana for the development of the Ghana Research Cluster. He holds a Ph.D. in Economics from the University of Clermont-Ferrand 1, France.

Hugh is an Economist by training and manages 3ie’s Systematic Reviews Programme and the Campbell Collaboration International Development Coordinating Group. Before joining 3ie, Hugh was employed as an Overseas Development Institute (ODI) Fellow in the Ministry of Finance of the Government of Rwanda, where he worked on the elaboration of Rwanda’s Economic Development and Poverty Reduction Strategy (PRSP2).
He has previously worked with the Economist Intelligence Unit, UK National Audit Office, Save the Children UK and the World Bank's Operations Evaluation Department. Hugh holds an MA in Development Economics from the University of Sussex.

Jatin has several years of experience in the area of finance and accounts. Prior to 3ie, Jatin was assisting in the management of 'Budget and Grants' for CARE India. His previous work experience has been with corporate employers like Reliance Infocomm,Motorola India and Sapient Corp. Jatin has an MBA in Finance from the Institute of Management and Technology, Ghaziabad and graduate degrees in Computer Application as well as Commerce

Jorge is a Research Assistant on 3ie`s Systematic Reviews Programme in London. He has earlier worked as a teaching assistant at Academia Montero Espinosa in Madrid. For a short time, he was also a legal assistant to immigrants in Spain and was involved as a trainee in the implementation of an aid delivery project in the Saharan refugee camps. Jorge holds an MSc in Development Economics from the University of Sussex and undergraduate degrees in Economics and Law.

As Evaluation Officer, Lindsey is involved in the review and quality control of impact evaluation funding proposals and their resulting products. She also works on building up the 3ie impact evaluation database.
Lindsey has worked in the Employment Analysis department of the UN International Labor Office. She holds a Masters degree in International Economics from The Graduate Institute of International and Development Studies in Geneva, Switzerland and a BSc in Applied Mathematics from Texas A&M University.

Lisa works for 3ie on fundraising and partnerships in the US. She previously designed a vocational module for the USAID Training Center Cairo Egypt and was a training specialist at the Department of Workforce Services State of Utah.
Lisa is also a member of the American Evaluation Association and a Phd student at Utah State University College of Education. Her research focuses on evaluation and Workforce Development Training. She holds an M.S in Instructional Design from Utah University and an MA in experimental Psychology from the University of Central Oklahoma.

As 3ie's External Liaison Officer, Madhuchhanda is primarily responsible for promoting and processing membership, monitoring member obligations, and meeting reporting requirements to members. Before joining 3ie, she was a Manager at the development resource organization, Financial Management Service Foundation and was responsible for programme management, donor reporting, research and publications.
Madhuchhanda holds a postgraduate degree in sociology from the Delhi School of Economics.

Martina is a Research Assistant on 3ie's Systematic Reviews Programme in London. Her prior work experience includes an internship with the investment and development communications firm Africa Practice and an educational internship in China with Beijing's Yanyuanjinghua Language Training Institute. Martina holds an MSc in Public Policy from the University College London. She is fluent in Slovak (native), English, French, German and Czech.

Minna is part of the programme team and assists with the monitoring and management of grants. Prior to joining 3ie, Minna spent many years assisting in the design and management of research for health related projects. She has also organised several international workshops and conferences on health related themes like the 'Prevention of HIV related to drug use'.
Minna has over 10 years of teaching experience, which includes two years as a school Principal. She holds a double graduate degree in Education and Child Development Psychology. She also has a post graduate diploma in Health Psychology and Behaviour Modification from the Amity Instiute of Behavioural and Allied Sciences, New Delhi.

Mukul has over nine years of experience in communications, web and graphic design and documentary film making. He is an avid photographer and his photographs have been credited by the BBC News Asia website.
Prior to joining 3ie, he was working as a Communications Assistant at the NGO International Development Enterprises, India. He holds a graduate degree in Computer Applications from the Global Open University.

Radhika is 3ie's Communication Officer. She works on developing 3ie's communications strategy, editing publications, writing feature stories as well as looking after the website.
A former journalist, Radhika has considerable experience in covering finance and economic policies. She has worked with leading Indian and international media outlets including the Hindu - Business line and CNBC. She has also directed a documentary film on the theme of ‘Gender and Space’ for the NGO PUKAR (Partners in Urban Knowledge Action and Research). Radhika holds an MA in Development Studies from the Institute of Development Studies, University of Sussex.

Thomas is responsible for the review and quality control of impact evaluation research proposals. He also contributes to the development of the 3ie impact evaluation database.
Thomas is in the process of finishing his PhD thesis in development studies at the Radboud University in Nijmegen, The Netherlands. His current research focuses on the link between social norms and the effectiveness of development programs in Ghana, India and Peru. He has published papers in Social Science & Medicine, Nonprofit and Voluntary Sector Quarterly and the Developing Economies.
