Howard White is the Executive Director of 3ie. He formerly led the impact evaluation program of the Independent Evaluation Group of the World Bank, where he was responsible for impact studies on basic education in Ghana, health and nutrition in Bangladesh, rural electrification, rural development in Andhra Pradesh and a review of impact studies of water supply and sanitation.
He has worked on development-related issues for over 20 years, having worked for a range of agencies in countries across Africa and Asia. He has published over 50 papers in internationally referred journals and a number of books.

Gaarder has over 10 years’ experience managing operational and research projects with a development focus. Prior to joining 3ie, Marie worked as a Social Development Economist at the Inter-American Development Bank, specializing in health and social protection programs in Central America.
Earlier experience includes as a visiting researcher at the World Bank and Statistics Norway, teaching development-, macro, and micro-economics at University College London, environmental consultant at Deloitte & Touche Consulting Group in Norway, and research assistant at the Egyptian Environmental Affairs Agency. Marie holds a Ph.D. in Economics from University College London, an M.Sc. in Economics from London School of Economics, and Masters in Arabic, Political Science and Economics from the Universities of Hamburg, Germany, and Oslo, Norway. Marie is fluent in Norwegian (native), English, German, Spanish, and French.

Annette Brown has more than fifteen years of research, technical assistance, project management, and business development experience in international development. Prior to joining 3ie, Annette served in several roles at Chemonics International Inc. including Director of Impact Measurement and Director of the Knowledge and Innovation Department. Before that, she directed the International Activities Center at the Urban Institute. Over the last decade, Annette has performed research and technical assistance work in more than twenty countries across Europe and Eurasia, the Middle East, and Asia.
Earlier in her career, Annette served as an Assistant Professor in the economics department at Western Michigan University, as a Research Associate at the Stockholm Institute of Transition Economics, and as an economist in the research department at the World Bank. She holds a Ph.D. in economics and a Masters in Russian and East European studies from the University of Michigan.

Christelle Chapoy, Advocacy and Communications Officer.Email:
cchapoy(at)3ieimpact.org Christelle leads on 3ie’s advocacy and communications services. She supports the formulation of communications strategies for the research projects funded by 3ie and manages publications, events and outreach activities.
Christelle has worked in the field of communications for development for 10 years with the United Nations Development Programme in New York, London, Cambodia and in its Bangkok Regional Centre, and managed the advocacy and communications project of Oxfam's largest humanitarian programme in Aceh. Prior to joining 3ie, she was consulting with the leading publishing company Random House in India and the Indian Ministry of Rural Development. She holds an MA in International Peace and Security from King’s College London and a Master in political sciences from l’Institut d’Etudes Politiques d’Aix-en-Provence.

Radhika Menon, Outreach Officer.Email:

Radhika is a full time outreach and media consultant at 3ie. She works on developing the communications and knowledge management strategy, writing and editing feature stories and briefs as well as looking after the website.
A former journalist, Radhika has considerable experience in covering finance and economic policies. She has worked with leading Indian and international media outlets including the Hindu - Business line and CNBC. She has also directed a documentary film on the theme of ‘Gender and Space’ for the NGO PUKAR (Partners in Urban Knowledge Action and Research). Radhika holds an MA in Development Studies from the Institute of Development Studies, University of Sussex.

Amishra(at)3ieimpact.org Anjini is assisting in developing and maintaining of 3ie Impact Evaluation database and Expert Roster. She is a qualified social worker and holds an MSc of Global Movements, Social Justice and Sustainability from the University of Glasgow.
Birte Snilstveit, Assistant Evaluation Adviser, Synthetic Reviews.Email:
bsnilstveit(at)3ieimpact.org Birte is the Assistant Evaluation Adviser on 3ie's Synthetic Review Programme. She works with Hugh Waddington in coordinating the Synthetic Reviews commissioned by 3ie. She is also a co-author for the Synthetic Review on "Water, sanitation and hygiene interventions to combat childhood diarrhoea in developing countries" and a scoping study on "Impact evaluation and Interventions to Address Climate Change".
Birte started working for 3ie after completing her MA in Political Economy of Development from University of Birmingham, UK. She also holds a BSc in Politics with Sociology from Aston University.
Arun Virk, Programme Officer.Email:
avirk(at)3ieimpact.org Arun is responsible for the management and monitoring of grant flow processes. He has over ten years of experience in project management and communications within the private sector and for development initiatives. Prior to joining 3ie, Arun worked with Indian televisions and co-directed some corporate films.
He then led a research and communications project with Johns Hopkins University on HIV/AIDS in India and a UNICEF’s flagship TV social drama “Kyunki jeena isi ka nam hai”. Arun holds a BA in Economics from Mumbai University and a graduate certificate in epidemiology and biostatistics from Johns Hopkins University, Bloomberg School of Public Health.
Hugh Waddington, Evaluation Adviser, Synthetic Reviews.Email:
hwaddington(at)3ieimpact.org Hugh is an Economist by training and manages 3ie’s Synthetic Reviews. Before joining 3ie, Hugh was employed as an Overseas Development Institute (ODI) Fellow in the Ministry of Finance of the Government of Rwanda, where he worked on the elaboration of Rwanda’s Economic Development and Poverty Reduction Strategy (PRSP2).
He has previously worked with the Economist Intelligence Unit, UK National Audit Office, Save the Children UK and the World Bank's Operations Evaluation Department. Hugh holds an MA in Development Economics from the University of Sussex.
Lisa Rajigah, Fundraising and Partnerships.Email:
lrajigah(at)3ieimpact.org Lisa works for 3ie on fundraising and partnerships in the US. She previously designed a vocational module for the USAID Training Center Cairo Egypt and was a training specialist at the Department of Workforce Services State of Utah.
Lisa is also a member of the American Evaluation Association and a Phd student at Utah State University College of Education. Her research focuses on evaluation and Workforce Development Training. She holds an M.S in Instructional Design from Utah University and an MA in experimental Psychology from the University of Central Oklahoma.
Lindsey Novak, Evaluation Officer.Email:
lnovak(at)3ieimpact.com As Evaluation Officer, Lindsey is involved in the review and quality control of impact evaluation funding proposals and their resulting products. She also works on building up the 3ie impact evaluation database.
Lindsey has worked in the Employment Analysis department of the UN International Labor Office. She holds a Masters degree in International Economics from The Graduate Institute of International and Development Studies in Geneva, Switzerland and a BSc in Applied Mathematics from Texas A&M University.
