Beryl Leach

Director and Head of Policy and Advocacy


Beryl Leach is director and head of the Policy, Advocacy and Communication Office (PACO). She is also a member of 3ie’s senior management team.

As the head of the PACO team, Beryl leads and provides strategic direction to 3ie’s work in supporting the uptake of policy messages based on impact evaluations and systematic reviews, promoting commitment to evidence-based policymaking and translating knowledge through 3ie’s integrated approaches to communication. Her current research focus is on building understanding of the production and use of evidence in development policymaking processes.

Previous experience

Beryl Leach has more than 15 years of senior-level experience and achievement in international development. Most recently, as the Head of Programme Development, Evaluation and Impact at Panos London, she strengthened programming in research communication and uptake of evidence into policy and practice and led development of Panos’ use of participatory and theory-based methods in large-scale programmeevaluations.

She was the founding executive of Health Action International Africa in Nairobi, where she led efforts to build civil society engagement and policy influence on access to affordable essential medicines. She was a member of the UN Millennium Project task force on access to essential medicines, and was lead author of the task force’s final report.

She has worked extensively on gender equality and mainstreaming in organisations for a number of international organisations. At the US National Academy of Sciences, she launched new science policy work on Chinese climate change research and long-term ecological research. She has an MSc in International Public Health (with Distinction) from Liverpool School of Tropical Medicine.
