Independent consultant for a paper on translating evidence into policy, Washington DC

3ie is currently seeking an independent consultant to be contracted through the 3ie Washington office to produce a report describing the processes currently at play in international and national settings for evidence to influence policy and programming. The goal of this report is to inform the policy engagement work of 3ie’s HIV and AIDS projects, and to also provide useful information for other Bill & Melinda Gates Foundation funded HIV and AIDS projects.

Applicants should have an advanced degree in public policy, public health, international political science, or related field. They should also have at least two years of experience in a policy research role.

Implementation scientist consultant for HIV and AIDS treatment innovations, Washington DC

3ie seeks an independent consultant to be contracted through the 3ie Washington office to assist on a paper on the intersection of implementation science and impact evaluation and to suggest how data collection approaches and analytical methodologies could help facilitate rapid impact evaluation and inform implementation. When possible, the paper will use examples from evaluations of HIV and AIDS care and treatment programmes.

Applicants should have an advanced degree in public health, international development, operations research, or related field. They should have at least two years of experience implementing health development programmes and should be familiar with HIV and AIDS programming.

Operations Associate, Washington, DC 

3ie seeks a full-time Operations Associate to serve in its Washington, DC office. This position is responsible for the day-to-day office management of the Washington Office, including procurement, vendor and consultant management, and tracking the budget for office expenditures. The Operations Associate will liaise with 3ie’s Finance Office on invoicing, expense reporting and other tasks and will coordinate payroll and benefits for the Washington office, among several other tasks.

Applicants should have a B.A. and three years of relevant professional experience or a high school diploma plus four years of professional experience. The Operations Associate must have experience with invoicing, budgeting, accounting, correspondence writing, event planning, and logistics.

Operations Associate – interim, Washington, DC

3ie seeks an interim Operations Associate for a three-month term. The Operations Associate will serve in the Washington, DC office. The successful candidate will be responsible for day-to-day office management , and will liaise with 3ie’s Finance Office to support ongoing financial management and human resource functions. Consultancy to undertake study of cost drivers of cluster-randomised controlled trials of community-based medical and health interventions in L&MICS

3ie’s Washington office seeks an individual or firm to collect cost data from about ten cluster-randomised controlled trial (CRCT) studies with recently published data. There is a concern among some funders that the costs of CRCT for impact evaluations are increasing dramatically over time, but there is little direct evidence as to whether that is the case. 3ie is conducting a study to assess cost drivers of CRCT for community-based medical and health interventions implemented in low- and middle-income countries.

The selected consultant or organisation will be responsible for determining the most efficient way to access cost data from research organisations that have conducted the CRCT. The selected consultant or organization, in coordination with 3ie, will determine the format in which cost data will be collected and the methods to be used to enable the collection of as much data as possible while minimising requirements from the research organisations.

The consultant(s) should have an advanced degree in public health, international development, finance, economics, or other related field. They should have strong budgeting experience for long-term projects. Knowledge of health programmes and their evaluation and evaluation methods is strongly desired.

Digital Manager and Web Editor, New Delhi

3ie is looking for a dynamic, creative and experienced website manager who will develop and implement the digital component of 3ie’s integrated communication plan.

The successful candidate will be responsible for day-to-day management of 3ie’s digital communication, including the website, web-based platforms and social media ensuring 3ie’s content quality standards.

Applicants should have knowledge of the latest trends and best practices in online communication and marketing metrics and analytics, awareness of marketing concepts, strategy and best practice and understanding of the use of web-based communication technologies.

Evaluation Specialist, Humanitarian Assistance, New Delhi

3ie seeks an Evaluation Specialist to serve in its New Delhi office. The Evaluation Specialist will provide high-level technical expertise and management support for studies funded under its Humanitarian Assistance Thematic Window and other 3ie grant programmes, among several other tasks.

Applicants must have a graduate degree (preferably PhD) in economics, public health, agronomy, nutrition, or other relevant fields in international development. They must have prior research experience in experimental and quasi-experimental methods of impact evaluation.

Applications received by 1 August 2014 will be given priority. Applications received after this date will be reviewed on a rolling basis until the position is filled.
