Promoting Commitment to Evaluate

There is increasing evidence available on the impact of development interventions, yet the demand and use of this evidence in informing policy is limited. This paper by Miguel Székely provides elements for defining and implementing a commitment to evaluation (c2e) index. This index intends to draw from initiatives which exist or may be created for developing country policymakers to value, build ownership and commit to the c2e initiative.

A commitment to evaluation is demonstrated when agencies commission credible evaluations on a systematic
basis, make the evaluations publicly available and design programmes that are in line with evaluation recommendations. Carlisle J. Levine and Christelle Chapoy examine the factors that increase demand for evaluation by policymakers and discuss the strengths and weaknesses of various models that would be useful for a commitment to evaluation indicator (c2e). The authors also discuss 3ie's role in ensuring the success of this endeavour.
