3ie offers quality assurance services to agencies conducting impact evaluations. This quality assurance may be arranged in one of two ways:
3ie –administered impact studies 3ie quality assurance service package
3ie-administered impact studies
3ie will take on the administration of studies. These studies will be advertised by 3ie through the issue of a Request for Proposals, and be subject to all of 3ie’s usual quality control functions of in-house and peer review. The studies will also benefit from being a part of 3ie’s dissemination efforts. A fee of 15% of the total study budget will be charged for this service.
3ie quality assurance service package
3ie staff will provide technical support to impact evaluations contracted by other agencies. These services are as follows:
Identification of study teams: 3ie will identify suitably qualified personnel to undertake the study; where possible a range of alternatives will be provided. 3ie will provide names and contact details, with sample publications (and full CVs where available). 3ie will not contact the proposed team members directly.
Review of terms of reference which will be conducted in-house.
Review of proposals which will be conducted in-house.
Review of evaluation design (inception report) which will be carried out by peer reviewers and in-house.
Review of draft reports by peer reviewers, managed by in-house experts
Assistance in communications strategy, including review of policy briefs by 3ie communications staff.
