Ministry for Energy and Development of Renewable Energies, Senegal
The Ministry of Energy, Government of Senegal (MEDER) is the lead agency in charge of formulating, coordinating and setting overall objectives, policies, strategies and general directives for the whole energy sector in Senegal.
It is implementing two programmes to promote access to sustainable domestic fuel in Senegal − the Programme pour la promotion des energies renouvelables (PERACOD) and the Projet de gestion durable et participative des energies traditionnelles de substitution (PROGEDE) programme.
In conjunction with implementation of the programmes, there has been intensive discussion within the ministry to better understand whether the programmes are achieving their mandated objectives. There is no separate cell in the ministry responsible for monitoring and evaluating its programmes. Hence, MEDER is very keen to build evaluation capacities internally by collaborating with external agencies, commissioning impact evaluation of government programmes and using evaluation findings to inform their energy policy.
