Ahonali Patrice Gbaguidi

Senior Research Fellow

Gbaguidi is an independent senior consultant working as a program/project evaluator as well as a financial analyst. He held the position of Director of the Department for the Evaluation of the Development Results of Funded Projects (Monitoring & Evaluation) at the West African Development Bank (BOAD in French) from 2012 to 2020. At BOAD, he conducted monitoring-evaluation, retrospective performance evaluations, impact evaluations, thematic evaluations as well as portfolio-evaluations of projects/programs financed by the Bank in the countries of the West African Economic and Monetary Union (UEMOA in French). These span various sectors, including rural development, road infrastructure, industries, banks and microfinance.

As part of promoting an evaluative culture, he was BOAD's incumbent focal point for several evaluation institutions, including EPRADI (Evaluation Platform for Regional African Development Institutions) and 3ie. He supervised the contribution of the Department within the framework of the retrospective evaluation of the Strategic Plan (SP) 2015-2019 of BOAD and the establishment of the Monitoring and Evaluation System of its SP 2020-2025. Previously, he was the Director of Rural Development and Infrastructure at the Bank. In this capacity, he coordinated teams for (i) the ex-ante evaluation (financing instruction) of public projects submitted to BOAD until their approval by its Board of Directors, (ii) the evaluation of the implementation of funded public projects, (iii) the preparation and execution of final evaluations (end of execution) of funded public projects.

Gbaguidi was a member of the team that led the process for BOAD's accreditation to the Global Environment Facility (GEF) and the Green Climate Fund (GCF). He led the BOAD delegation to COP 25 held in Madrid. He has represented BOAD on the Boards of several institutions where it is a shareholder and was a member of several recruitment committees for new agents and consultants for the institution.
Gbaguidi holds a graduate degree in banking from the University of Paris I-Panthéon Sorbonne, and a diploma from the Center for Financial, Economic and Banking Studies (CEFEB) of the Corporate University of the Agence Française Development (AFD in French). He also holds a master’s degree in economics, option planning / project evaluation issued by the National University of Benin. He has attestations and certificates, respectively, in Evaluation of Development from the National School of Public Administration of Quebec (Canada), in International Accounting Standards (IFRS) from the Order of Chartered Accountants of France, and in Public Private Partnership of “Expertise France”.
