What we know about external migration management

This evidence summary narratively synthesizes six impact evaluations from the 2025 Irregular Migration Evidence Gap Map on external migration management interventions. It highlights what is currently known about the effects of the interventions, while identifying implications for future research. This work was developed by 3ie with funding from the Ministry of Foreign Affairs of the Kingdom of the Netherlands, through the Policy and Operations Evaluation Department (IOB).

The brief narratively synthesizes findings from ten impact evaluations on how legal pathways interventions, such as temporary work visas and labor mobility agreements, affect migration outcomes, drawing on the evidence base identified through the 2025 Irregular Migration Evidence Gap Map.
