Egyptian Observatory for Evaluation & Policy Making

The Egyptian Observatory for Evaluation & Policy Making (EOEPM) is an initiative established to strengthen the use of evidence in policymaking and maximize the impact of public programs in Egypt and the Middle East and North Africa (MENA) region based on rigorous scientific evidence. Launched through a partnership between 3ie and key Egyptian government institutions, the Observatory aims to embed rigorous evaluation and learning systems into how policies are designed, implemented and reviewed.

Egyptian Observatory for Evaluation & Policy Making

The EOEPM was formally launched in August 2025 through a memorandum of understanding between the Ministry of Planning, Economic Development and International Cooperation, the Institute of National Planning, the Information and Decision Support Center, and 3ie. The collaboration reflects a shared commitment to strengthening systems for monitoring, evaluation and evidence use across Egypt’s public sector and affiliated research institutions. 

The Observatory was created at a time when Egypt is undertaking major policy reforms and strategic planning processes aligned with Egypt Vision 2030. By supporting government institutions with evaluation frameworks, data systems and analytical tools, the initiative seeks to ensure that policy decisions are informed by rigorous evidence and lessons from implementation. 

The Observatory serves as a hub for evaluation and learning, bringing together the analytical capacity of Egyptian research institutions with global expertise in impact evaluation and evidence synthesis. Through training programs, applied research, and collaboration with national and international partners, it aims to build long-term institutional capacity within government to generate and use evidence for policy decisions. 

By strengthening the systems through which evidence informs policy, the EOEPM contributes to a broader vision of more transparent, accountable and results-oriented governance—ensuring that development policies are guided not only by ambition, but by evidence of what delivers real impact.

By connecting policymakers, researchers and development partners, the Observatory provides a platform for generating, synthesizing and applying evidence to address national priorities. Its overarching goal is to ensure that public policies and investments are informed by reliable data and lessons from what works—supporting more efficient programs, stronger institutions and better development outcomes.

The EOEPM aims to strengthen the role of evidence in public policy by building systems, skills and partnerships that support rigorous monitoring, evaluation and learning. The initiative seeks to:

  1. Strengthen evaluation systems: Support government institutions in integrating monitoring and evaluation frameworks into policy design and implementation.
  2. Promote evidence-informed decision-making: Improve the availability, accessibility and use of data and evaluation findings in policymaking processes.
  3. Build institutional capacity: Provide training, technical assistance and knowledge exchange to enhance evaluation and analytical skills within government and partner institutions.
  4. Facilitate collaboration: Create a platform for dialogue and collaboration among policymakers, researchers, and development partners to share lessons and best practices.
  5. Generate policy-relevant evidence: Support the development and synthesis of research that informs national development priorities and policy reforms.

Through these efforts, the Observatory aims to help ensure that public investments and development programs are guided by credible evidence on what works, for whom and under what conditions.

Drawing on its global experience in strengthening evidence ecosystems, 3ie contributes technical expertise in monitoring, evaluation and evidence synthesis, as well as capacity-building support for policymakers and analysts. Through this partnership, 3ie supports the development of evaluation frameworks, knowledge-sharing initiatives and applied research that can inform policy priorities in Egypt. The collaboration with the Egyptian Government also creates opportunities for peer learning with international networks working to strengthen evidence-informed policymaking.
