Evidence for Climate Action (E4CA) is a global platform for sharing the latest evidence on climate action. Anchored at the ‘evidence pavilion’ at COP30, E4CA will bring together the evaluation functions of multiple organizations for a diverse program on lessons learned from multiple climate interventions. A series of in-person and virtual sessions will feature discussions on a range of key issues, from adaption and climate finance to forestry management and the role of Indigenous peoples and local communities. With accelerating implementation at the core of COP30, insights from evaluative evidence on what is working, what is not, and what has the potential to scale, are vital for informing the way forward.

Session 1: The State of Evidence on Climate Change, Biodiversity, and Livelihood

This session presents the key findings and next steps from a two-year collaboration between Defra and 3ie on the state of evidence on climate change, biodiversity, and livelihoods. 3ie will highlight important results from the Climate Change and Biodiversity Evidence Gap Map (EGM) and a Systematic Review synthesising evidence on three land management interventions. Defra will discuss how this work aligns with the UK Government's priorities and outline next steps to strengthen the evidence base within current evidence–policy dynamics.

Session 2: SEforALL - Informing Evidence-Based Policy, Planning and Investments: Evidence Gap Map on Sustainable Energy

This session presents the Evidence Gap Map on Sustainable Energy, a groundbreaking global public good jointly developed by Sustainable Energy for All (SEforALL) and the International Initiative for Impact Evaluation (3ie), with support from the Global Energy Alliance for People and Planet (GEAPP). The map consolidates over 700 rigorous studies on sustainable energy interventions across low- and middle-income countries, offering the sector a clear picture of where effectiveness evidence exists and where key knowledge gaps remain. By connecting evaluative evidence with real-world policy, planning and investment decisions, this work aims to strengthen the design, delivery and financing of sustainable energy programmes worldwide. Today’s discussion will explore how this tool can drive evidence-informed action, from off-grid electrification to large-scale energy transition planning.

Session 3: State of Evidence on Climate Action

This session highlights 3ie’s efforts to map, generate, and synthesize rigorous evidence on climate-related interventions in low- and middle-income countries and present key insights from major evidence initiatives spanning agriculture insurance, energy access, land management, biodiversity, and resilience, drawing on more than 2,600 impact evaluations and systematic reviews. It will also showcase cutting-edge geospatial approaches that help overcome data and access constraints in evaluating climate–agriculture interventions. Together, these findings illuminate what works, where, and for whom, while underscoring persistent gaps in high-quality climate evidence needed to guide effective policy and investment.
