ICT Associate & Leader, Publications and Web Design
Akarsh supports the strategic communication office on a variety of tasks, including updating and maintaining 3ie’s website and online platforms. He also collects and collates analytics on 3ie’s online presence to inform communication strategy. Akarsh is also a member of a major 3ie evidence database upgrade project. He develops internal databases to improve our knowledge management. He also develops and designs knowledge and marketing products and is responsible for desktop publishing.

Senior Research Associate
Cem supports the production of systematic reviews, evidence gap maps and other synthesis products as part of the Synthesis and Reviews Office. He has managed projects related to food security in humanitarian emergencies and sustainable energy interventions and currently plays a key role in supporting the monthly operations of the Development Evidence Portal (DEP). IT Assistant
Abhishek Kumar is responsible for managing 3ie’s information technology infrastructure including hardware, desktop operating systems, telecommunication, among others. He also manages the organization’s IT helpdesk.
Prior to 3ie, Abhishek has worked at IDS InfoTech in Noida, where he managed the IT infrastructure and provided technical support. He holds a Bachelor of Technology degree in Computer Science from Maharishi Dayanand University, India.
Research Associate
Zafeer supports the production of systematic reviews and evidence gap maps, and provides quality assurance and strategic guidance on the Development Evidence Portal.
Chief - Strategic Initiatives
Douglas guides and implements 3ie's strategic direction, with an emphasis on technical innovation and efficient, high-quality delivery of services to our partners. He also heads 3ie strategic initiatives, including in data innovations, cost evidence, and training.
Senior Research Associate
Cem supports the production of evidence gap maps and systematic reviews on a variety of topics, having previously worked on the social cohesion systematic review and food systems evidence gap map. Cem holds an MSc in Security Study from UCL and a BA in Politics from the University of Kent.
Executive Director, 3ie
Marie Gaarder is the executive director of 3ie, leading the organisation’s efforts to improve lives in low- and middle-income countries by supporting the generation and effective use of high-quality and relevant evidence to inform decision-making.
Director – Evidence for Policy and Learning
Thomas Kelly leads 3ie’s agenda to strengthen evidence cultures and to develop practical solutions to facilitate evidence use.
Regional Director (RD), IPA
Juan Manuel Hernández-Agramonte is the Regional Director (RD) for at Innovations for Poverty Action (IPA) Latin America and the Caribbean (LAC), and he is part of the IPA Applied Research & Methods (ARM) affiliates group, serving as an Internal Principal Investigator. His research focuses on understanding the impact of educational policies with an interest in diversity and inclusion. As RD, Juan provides support to governments and practitioners in LAC in implementing evidence-based policy. To do so, Juan designs and manages a wide range of impact evaluations. Part of his role is to provide technical assistance to governments in the incorporation of evidence into the policy cycle. One of his main projects in this area was to lead the creation of MineduLab, the innovation lab for education policy of the Ministry of Education of Peru. Before working for IPA, he was a Policy Manager for J-PAL, where he worked on developing government initiatives to incorporate evidence into policy decisions. He holds an Msc in International Development Studies from the University of Amsterdam and a BA in Sociology from Complutense de Madrid University.
