A call for research in the MENA region’s time of crisis

Despite the scale of humanitarian and climate challenges in the Middle East and North Africa, rigorous evidence from the region remains scarce. Millions in Sudan, Palestine, Yemen, Syria, and Libya rely on aid—but we still don’t know enough about what works and what doesn’t. The same is true for climate adaptation: while the region faces extreme environmental shocks, actionable evidence on scalable solutions, such as water governance or green jobs, is strikingly limited. Security concerns make fieldwork challenging, but waiting for stability means losing precious time and opportunities. To close this gap, 3ie is launching Evidence Accelerators across the MENA region.

What happens after the end of cash assistance focused on food security? Nearly a year and a half after the last cash transfer was distributed under the ADN Dignidad program in Colombia, our follow-up impact evaluation revealed that the program didn’t just ease short-term hardship, it left a lasting imprint on people’s lives. Between 2019 and 2024, ADN Dignidad provided cash assistance to more than 381,000 vulnerable people, including Venezuelan migrants, Colombian returnees, and host communities.

3ie’s Development Evidence Portal (DEP) is one of the world’s largest repositories of evidence on food systems, agriculture-led growth, and resilience. While we have strong insights into what works at the individual and household level, there’s far less clarity on what drives lasting, systems-level change. In a resource-constrained world, we still don’t know which combinations of policies and interventions deliver the greatest impact. 3ie Training session


In addition to our training courses on impact evaluation and evidence synthesis, we also offer short training sessions on topics such as:

  • Artificial Intelligence (AI) Tools for Evaluation
  • Remote Sensing and Geospatial Analysis for Impact Evaluations
  • Cost Effectiveness Analysis in Impact Evaluation
  • Transparent, Reproducible, and Ethical Evidence (TREE)

These workshops range from two hours to one day and can be delivered virtually or in-person. We’ve also redesigned our impact evaluation training courses to suit different experience levels. The introductory course equips those without a research background to engage in impact evaluation, while the intermediate course helps quantitative researchers apply and assess experimental and quasi-experimental methods.

We are currently exploring additional topics around AI tools for coding, evidence synthesis and more. Empowering rural communities through evidence: Learnings from National Rural Livelihoods Mission | 9 September 2025 | New Delhi

India’s National Rural Livelihoods Mission (NRLM), including its enhanced phase under the National Rural Economic Transformation Project (NRETP), is one of the world’s largest women-led poverty reduction initiatives. 3ie has conducted a rigorous impact evaluation across states to assess what’s working, what’s not, and where improvements are needed. This event, organized in partnership with the Ministry of Rural Development, India, will bring together policymakers, researchers, implementers, and SHG members to discuss the evaluation findings, reflect on policy implications, and elevate community voices. The dialogue will explore how evidence can inform future investments for inclusive and sustainable rural development.

Nairobi Evidence Week – Economic Science Association (ESA) Conference | 23-27 June | Nairobi

3ie participated in a dynamic week of evidence-focused events in Nairobi, Kenya, co-hosted by Busara, Center for Effective Global Action (CEGA), and the Network of Impact Evaluation Researchers in Africa (NIERA). The events brought together researchers, policymakers, and practitioners to advance inclusive research and evidence-informed decision-making.

Geetika Pandya shared findings from five impact evaluations on agricultural insurance. She and Thomas Kelly also spoke on a 3ie-led panel on AI in evidence. Abdelrahman Nagy presented his recent research findings on women’s labor force participation in Egypt. And  Kelly, Pandya, and Nagy together led an intensive half-day training for technical staff on Synthesis and Artificial Intelligence.

Asia Pacific Evaluation Association (APEA) Webinar | 21 July

The Asia Pacific Evaluation Association (APEA) hosted a timely webinar exploring how the role of evaluation is evolving in the face of major shifts in global development aid. With countries like the US and UK announcing significant cuts—potentially reducing official development assistance by 25–50% by 2027—the panel discussed what this means for accountability, learning, and impact. 3ie Executive Director Marie Gaarder was joined by Winston Allen, International Development Program Evaluator, and Mohib Iqbal, Committee Member – Victoria Australian Evaluation Society, for a session on how evaluation can remain relevant, responsive, and resilient in a rapidly changing funding landscape.

Senior Research Fellow

Senior Research fellow3ie’s Senior Research Fellows Program includes experts from various sectors – including development, evaluation, policy as well as academia. This month, we feature Paul Ferraro, who collaborates with scientists, lawyers, engineers, and program administrators to develop evidence-based environmental programs and to understand causal relationships, both natural and anthropogenic, in complex environments. Ferraro is co-Director of the Center for Behavioral and Experimental Agri-environmental Research (CBEAR) and Director of the Environmental Program Innovations Collaborative (EPIC). Read more
