Impact evaluations of development programmes: experiences from Vietnam
3ie Working Paper 21
Nguyen Viet Cuong
Poverty reduction is one of the major goals of development policy in Vietnam.
The government of Viet Nam and international and domestic organisations have all implemented numerous targeted programmes to increase people’s welfare. Although increasing attention is paid to evaluating the impact of programmes, well-designed impact evaluation of development projects remains very limited.
This paper by Nguyen Viet Cuong discusses experiences and difficulties in evaluating the impact of development programmes in Viet Nam. It also presents several examples of project impact evaluations.
