The International Initiative for Impact Evaluation (3ie) and SMERU Research Institute have signed a Memorandum of Understanding (MoU), establishing a strategic partnership to advance evidence-informed decision-making across Indonesia and the wider region. The agreement was formalized during a virtual signing ceremony, bringing together representatives from both organizations to mark the start of this collaboration.
The partnership between SMERU and 3ie is rooted in a shared understanding that impact evaluation is more than an academic exercise—it is the bridge between policy intentions and real-world results. By combining SMERU’s deep understanding of Indonesia’s development context and national data landscape with 3ie’s cutting-edge methodologies and global expertise, this partnership will foster a stronger culture of evidence use and contribute to more effective public policies.

This MoU between 3ie and SMERU Research Institute reiterates our commitment to advancing evidence-informed policymaking through strategic alliances and collaborative research. The partnership also reflects 3ie's ongoing efforts to grow its presence in South East Asia, build local capacity and culture of evidence across the region. We are joining forces with an aim to strengthen technical advisory support to governments, philanthropic and implementation agencies, uphold rigorous standards of transparency and ethics, and mobilize resources for shared priorities.

The MoU outlines a wide-ranging agenda for collaboration, including:
- Generating and synthesizing evidence aligned with sub-national, national, and regional priorities
- Building capacity in impact evaluation, evidence synthesis, theory of change, cost analysis, and geospatial methods — tailored to the needs of policymakers, practitioners, and researchers
- Co-hosting high-level events that bring together policymakers, researchers, and implementing partners around shared learning goals
- Pursuing joint funding opportunities, including co-developed proposals and pooled resources to mobilize financing for shared priorities
- Producing joint knowledge products, from research reports and policy briefs to toolkits and journal articles
- Strengthening evidence uptake through technical advisory support to government institutions and co-designed policy-relevant studies
- Upholding research integrity, promoting best practices in transparency and ethics across all joint work
Priority thematic areas include poverty reduction, inequality, social protection, human development, gender equality, and social inclusion.
As governments and institutions across Indonesia and the region navigate complex development challenges, the need for rigorous, locally grounded evidence has never been greater. This collaboration reflects a shared belief that lasting impact is built not in isolation, but through partnership, combining technical rigor with contextual expertise, and connecting research directly to the policy decisions that shape communities.
