3ie and WHO sign MoU to strengthen evidence-informed policy-making in the Eastern Mediterranean Region
3ie has signed a memorandum of understanding (MoU) with the WHO Regional Office for the Eastern Mediterranean to formalize collaboration on strengthening technical capacity for evidence-informed policy-making across the Eastern Mediterranean Region.
The MoU, signed on 23 December 2025 by Dr Arash Rashidian (WHO) and Dr Marie Gaarder, 3ie’s Executive Director, establishes a framework of cooperation that will support shared objectives in building sustainable systems for the generation, synthesis and use of evidence in health policy-making.
Under the agreement, the two organizations intend to collaborate across several overarching thematic areas. These include supporting the institutionalization of evidence-informed policy-making in the Eastern Mediterranean Region in alignment with the WHO’s action plan for implementation of the regional framework for action to improve national institutional capacity for the use of evidence in health policy-making. The partnership also seeks to enhance regional capacity in health systems research and facilitate collaboration among institutions across countries to promote knowledge sharing and the effective use of evidence and data in policy decisions.
The MoU also allows flexibility for the organizations to pursue additional forms of collaboration on other issues of common interest as opportunities arise.
The collaboration is set to run for an initial period of two years, with the option to renew by mutual agreement. Through this collaboration, WHO and 3ie aim to contribute to more effective, equitable and context-responsive health policies in the Eastern Mediterranean Region, supporting countries in translating evidence into meaningful health system improvements.
