Momentum Grows for Evidence-Informed Development: New Signatories Join the Global Evidence Commitment at Oslo Convening

Joint Statement by Norad and 3ie | Oslo, Norway

Today marks an important milestone for the Global Evidence Commitment (GEC).

We are delighted to welcome the Development Bank of Latin America and the Caribbean (CAF) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) as new signatories, and the German Institute for Development Evaluation (DEval) as an observer.

Their participation expands a growing community of development institutions that share a commitment to making decisions more effective by grounding them in the best available evidence, data, and continuous learning.

The GEC is simple in concept but transformative in ambition. It brings together peer institutions that are learning — and learning from each other — to strengthen their internal evidence cultures. It helps decision-makers understand what decision-moments during a programming cycle can be informed by evidence, and helps choose the right kinds of evidence to answer the relevant questions in a timely manner.

Over the past year, our collective work has taken place in a demanding global environment, one that has tested the adaptability and resolve of development partners. Yet these challenges have also underscored the urgency of institutionalizing the use of evidence in our policy and programming cycles: in a time of funding scarcity and widespread human suffering, it is an ethical imperative to do the best we can in order to deliver lasting results for the people and communities we serve.

Through the Global Evidence Commitment, signatories are deepening collaboration and strengthening the systems that enable evidence use, whether through investments in data, evaluation, research capacity, or innovative frameworks such as TRIPS.

Today’s signing renews our shared promise: to learn from one another, to act on what works, and to keep evidence at the heart of development cooperation.

Together, we look forward to continuing this journey, building stronger institutions, better policies, and a future where important development decisions are informed by relevant evidence.

The Global Evidence Commitment founding signatories since 2023 include the Millennium Challenge Corporation, the Inter-American Development Bank, KfW Development Bank, the Norwegian Agency for Development Cooperation, the Foreign, Commonwealth & Development Office, and 3ie.
