Egyptian Observatory for Evaluation & Policy Making

Institutionalizing evidence use is a 3ie priority, and we are proud to announce the launch of the Egyptian Observatory for Evaluation & Policy Making in partnership with the Government of Egypt. Formalized by an MoU signed on 14 August 2025, this observatory brings together the Ministry of Planning, the Institute of National Planning (INP), and the Information and Decision Support Center (IDSC), and 3ie to strengthen systems for monitoring, evaluation, and evidence use. Aligned with Egypt Vision 2030, the Observatory will support critical policy processes—including Egypt’s upcoming Finance and Planning Strategy—while fostering collaboration with CAPMAS and the Egypt Impact Lab.

The urgent need to bring 3ie’s Food Systems and Nutrition evidence and gap map back to life 


A uniquely powerful tool for tracking food systems evidence in low- and middle-income countries and what we need to learn from that has been lying dormant. It is currently 3ie’s largest E&GM, with 3,217 studies covering a range of topics, including agricultural projects, food fortification, and labelling regulations. The map has served as the base for five synthesis products—through collaborations with GIZ, Norad and DEval—and has helped decision-makers focus on areas where evidence is still thin.

But we haven’t been able to update it in over 18 months due to the lack of funding. Without fresh literature, its value is diminishing, as gaps are more likely to be ignored, and analyses become less current. We believe keeping the E&GM “living” is critical for guiding smart policy and resource decisions toward food security and nutrition. Where evidence meets impact — a shared journey at ESA Africa


ESA Africa 2025 in Nairobi sparked more than just conversation—it ignited a powerful shift toward research led by African scholars, institutions, and communities. In this blog, 3ie and Busara explore this momentum, showcasing how evidence synthesis training and AI tools are being used to accelerate impact for policy actors—especially through examples from West Africa and 3ie’s WACIE initiative, where AI was used to provide rapid synthesis and evidence translation to help policymakers. The blog also illustrates key research presentations at the conference that underscored the structures that shape the Global South and why knowledge systems must be guided by the lived experiences of communities. The authors emphasize that impact is seen on the ground because of everyday conversations that shape outcomes and to enhance impact, policymakers must prioritize thoughtful intervention design that fosters the communities’ understanding and trust.

Call for papers | Systematic review about the prevention of and response to sexual misconduct


With support from the World Health Organization, 3ie is conducting a systematic review about the prevention of and response to sexual misconduct. Topics include sexual exploitation and abuse (SEA) and sexual harassment (SH) in the humanitarian, development, and health sectors in low- and middle-income countries. We will analyze three types of evidence: quantitative, qualitative, or mixed-methods studies of the effects of SEA or SH prevention, response, or institutional change interventions. Outcomes include changes in mitigation, reporting, response, SEA or SH trends, and organizational culture, among others.

We are also interested in factors affecting implementation, and perspectives of implementers, victims and survivors, and communities. The review will not include literature reviews or papers that do not assess a clear intervention.

We are inviting submissions for the 3ie Journal’s Special Issue on 'Rigorously measuring the effects of peacebuilding approaches'. This issue will bring together rigorous, innovative research on peacebuilding interventions, their effectiveness, how they work, which types offer the greatest return on investment, and which types might not perform as anticipated. In particular, we welcome submissions that shed light on the key building blocks of international strategies for building peace and reducing conflict, and all stages of the conflict cycle, particularly those that remain understudied and/or are ill-suited to the standard methodologies of rigorous impact evaluation.

Asian Evaluation Week | 1- 4 September | Xi'an

Asian Evaluation Week


At the Asian Evaluation Week 2025, 3ie Executive Director Marie Gaarder caught up with Dean Karlan, Professor of Economics and Finance at Northwestern University, founder of Innovations for Poverty Action, and former Chief Economist at USAID, who shared how innovative partnerships between governments and researchers can help in using evidence and data effectively when resources and time are limited. The conversation highlighted that the key challenge is moving from one-off projects to lasting systems, which requires the following:

  • Government ownership – ensuring the learning agenda follows policy priorities.
  • Co-production of evidence – researchers and policymakers working side by side.
  • Support from development partners – strengthening institutional capacity without creating dependency. 

Marie was part of another session moderated by 3ie Senior Evaluation Specialist Divya Pandey, where the panelists shared reflections on cross-sectoral collaboration and institutional incentives as critical for making theories of change (ToCs) both technically rigorous and operationally relevant.


The Importance of Impact Evaluation for Better Public Policies in the Service of Agriculture | 28 August | Chile  

Asian Evaluation Week
3ie’s Evaluation Director Sebastian Martinez spoke about the strategic role of evaluation in designing more effective public policies at a seminar organized by the Ministry of Agriculture, Chile, the Institute of Agricultural Development (INDAP), and the Inter-American Development Bank (IDB). The seminar also highlighted lessons learned and recent progress within the framework of INDAP’s modernization process.

Senior Research Fellow

Rhona Mijumbi-Deve3ie’s Senior Research Fellows Program includes experts from various sectors – including development, evaluation, policy as well as academia. This month, we feature Rhona Mijumbi-Deve, a senior research scientist and the founding director of the Center for Rapid Evidence Synthesis (ACRES) at Makerere University in Uganda. Rhona’s work involves advisory support to all levels of government, ranging from districts to the Office of the President and similar support to other countries in Africa, Latin America, Asia, and Eastern Europe. Rhona is also involved in research on evidence-to-policy strategies or interventions and has built a team of well-respected research scientists and is involved in building similar capacities globally. Furthermore, she is involved in building rapid response services similar to that at ACRES, which aim to support urgent decision-making with high-quality evidence. Read more
