Carlos Alviar has more than 20 years of experience working directly with developing country governments in the development of poverty reduction and humanitarian response interventions. As a consultant and an international organization staff member, Alviar has led the design, operationalization, and implementation of a wide range of innovative interventions in more than 14 Latin American, Caribbean, African and Asian countries, ensuring adequate dialogue between stakeholders and partners and guaranteeing the development of policies, interventions, and evaluations, according with their design and scheduled plans.

He holds a BA in Economics from the University of Los Andes in Bogota and an MA in Applied Political Studies from the Fundación Iberoamericana de Gobierno y Políticas Publicas in Madrid. He has worked with various multilateral and international organizations, including UNICEF, UNDP, FAO, and the IADB. Alviar is Chief of Party (CoP) of the Cash for Urban Assistance (CUA) Consortium, an initiative led by Action Against Hunger (AAH) in partnership with the Danish and Norwegian Refugee Councils (DRC and NRC) to provide humanitarian support to the most vulnerable population affected by the Venezuela migration crisis in Colombia.

New evidence on humanitarian aid: Cash transfers improve outcomes for Venezuelan migrants in Colombia

A recently-completed impact evaluation conducted by 3ie in the context of the Venezuelan crisis contributes to filling this void. Our study shows that a multipurpose cash transfer program for Venezuelan migrants in Colombia yielded positive effects on migrants' incomes, food security, savings, and labor force participation rates.
