What we know about human capital strengthening interventions

This evidence summary narratively synthesizes findings from five impact evaluations on how human capital strengthening interventions shape migration behavior and intentions. Based on evidence base identified through the 2025 update of the Irregular Migration Evidence Gap Map, it highlights implications on the interventions targeting (potential) migrants. This work was developed by 3ie with funding from the Ministry of Foreign Affairs of the Kingdom of the Netherlands, through the Policy and Operations Evaluation Department (IOB).
