The brief narratively synthesizes findings from ten impact evaluations on how legal pathways interventions, such as temporary work visas and labor mobility agreements, affect migration outcomes, drawing on the evidence base identified through the 2025 Irregular Migration Evidence Gap Map. This work was developed by 3ie with funding from the Ministry of Foreign Affairs of the Kingdom of the Netherlands, through the Policy and Operations Evaluation Department (IOB).
